The London Squeeze – TfL Pulls Cash From PHV

The cost of running a Private Hire Vehicle (PHV) in the capital is going up.

As of 8th April 2019, drivers of private hire vehicles entering the London Congestion Zone will have to pay the daily congestion fee.

As a part of London’s sharpening focus on reducing air pollution, Transport for London announced the end of PHV exemption from the £11.50p daily charge just before the Christmas break.

According to a report from the BBC, the Mayor of London, Sadiq Khan said that “toxic air pollution” in the city was “creating a public health crisis.”
TfL went on to confirm that from 08/04/2019, only zero-emissions vehicles (fully electric, not hybrid), will remain exempt from the daily congestion charge.Coming on top of the introduction of London’s new Ultra Low Emission Zone regulations, (ULEZ – also starting on 8th April 2019), the removal of the congestion charge exemption for PHV only adds to the mounting costs of running a private hire vehicle in the capital.

Certain vehicles that do not meet the new ULEZ rules will be charged a daily £12.50 fee for entering the current congestion zone as well as the congestion fee, for a total of £24.00 each day.

Additionally, unlike the congestion zone charge, which is due for travel in the restricted area Monday to Friday and between 7.00am and 6.00pm, the ULEZ fee will be due seven days a week, 24 hours per day.

Leaders of the Independent Workers Union criticised the decision to delete the PHV exemption and the Licensed Private Hire Car Association called the move ‘discriminatory” and vowed to challenge the change.

In the meantime, PHV operators and drivers will need to find new ways to combat rising costs. One way of doing that could be to use INSHUR for the purchase of PHV insurance.

Insurance is a good example.  Many drivers have not considered the extra hidden costs of buying via traditional broker methods.

Things like time off work to visit brokers, travel expenses and parking fees.
